World War I did not repeat itself, but the political and economic conditions that resulted from the armistice ending the War created the conditions that led to WWII.
Saddam’s invasion of Kuwait was not repeated, but the results of that created the conditions that George Bush used to justify the invasion of Iraq.

History can never repeat itself exactly. If the situation was the same in two places then people in each situation would act differently. History can repeat in a general sense but not enough to be able to forecast what will happen next week from current events. If you want to know more there is book called “What Is History” by E. H Carr. It is fairly short and should answer your question better than I can here.

Ie the Allies have fought Germany in two world wars. Human beings tend to repeat their mistakes again and again unless we actually learn from our mistakes.
